If playing as the Ottomans, ally with the Marstha Confederacy. Low taxes increase town wealth, which mean that when you need to raise taxes, there is more wealth to tax. Keep taxes low on your upper class (nobility in monarchies, middle class in republics) unless you need the money. This means if you attack them you get a massive diplomatic penalty with all countries. you can't make them give up the treaty that lets you walk on their lands).

That will cause you both to get indefinite military access, which you can only cancel to your lands (i.e. If you make an alliance with a country you plan on attacking, don't ask them to join you in a war.
